Richard Raymond
President & CEO
Richard Raymond brings more than three decades of progressive Emergency Medical Services leadership to his role as President & CEO of Armstrong Ambulance. Rising from field provider to executive leadership, his career reflects disciplined professional growth grounded in operational excellence and hospital-based system integration. His leadership philosophy was shaped early in his paramedic career: in EMS, “no” is not an option. Complex scenes and evolving community needs demand adaptability and resolve - if the answer is not “yes,” it is always “how.” This solutions-driven mindset continues to guide his work in building strong, accountable partnerships with hospitals, municipalities, and workforce leaders.
Respected by his peers statewide and nationally, Richard has served on the Board of Directors of the Massachusetts Ambulance Association and as a Board Member of the American Ambulance Association. He considers this recognition by fellow EMS leaders among his most meaningful professional honors. His leadership is defined by collaboration, system reliability, and an unwavering commitment to delivering EMS solutions that align with the clinical, operational, and strategic goals of the communities and healthcare partners he serves.

Meredith Lambroff-Brown
Chief Operating Officer
Meredith Lambroff-Brown is the Chief Operating Officer of Armstrong Ambulance, where she has served in progressive leadership roles for over 13 years. With a professional background spanning home care, hospice, and managed care operations, she brings a comprehensive understanding of the healthcare continuum and the operational demands facing providers and partners.

An accomplished business development and marketing leader, Meredith has extensive experience working collaboratively with hospitals, skilled nursing facilities, assisted living communities, dialysis centers, and physician groups. Her expertise includes sales strategy, physician relations, contract negotiation, revenue cycle management, and healthcare operations. She is well versed in insurance plan structures, reimbursement models, and the daily complexities and stresses within healthcare environments.

Meredith is known for building trusted, long-term partnerships grounded in responsiveness, integrity, transparency, and professionalism. She takes a proactive approach to leadership, emphasizing accuracy, timely communication, and effective issue resolution to ensure seamless coordination and operational excellence for healthcare partners.
Deeply committed to the communities she serves, Meredith sits on the Board of the Boys & Girls Clubs of Metro North, where she works to make a meaningful impact on youth development and community engagement initiatives.
James Brooks
Chief Information Officer
With more than 38 years at Armstrong Ambulance, Jim leads the organization’s comprehensive technology strategy and day-to-day IT operations. He oversees enterprise infrastructure, cybersecurity governance, mobile computing platforms, and the administration of mission-critical RescueNet Dispatch and Billing systems, along with internally developed applications and advanced analytics and reporting tools.

A U.S. military veteran and former paramedic, Jim brings both frontline clinical insight and disciplined operational leadership to his role. This background informs his approach to system reliability, security, and performance in high-demand environments.

Jim plays a pivotal role in aligning technology initiatives with operational needs, ensuring systems are secure, reliable, and scalable to support the organization’s growth. Committed to continuous innovation, he works to enhance efficiency, strengthen data security, and improve the overall user experience for both field providers and administrative teams.
John Harger
Financial Controller
John oversees Armstrong’s financial operations, ensuring sound fiscal management and long-term financial stability. He directs day-to-day accounting functions, prepares monthly, quarterly, and annual financial statements, and manages cash flow while closely monitoring key performance metrics.

Working in partnership with the leadership team, John aligns financial strategy with operational objectives and provides data-driven insight to support executive decision-making. He also implements and monitors internal controls to mitigate risk and safeguard assets, while overseeing depreciation schedules and capital expenditure planning to support responsible growth.
Sean Mangan
Director of Operations & Communications
Sean brings over 25 years of EMS experience, having served in roles ranging from EMT and Paramedic on the road to Field Operations Manager and Director of Operations. He is committed to Armstrong’s patient-first philosophy, ensuring that every operational decision prioritizes patient care and satisfaction. Sean oversees daily operations and response readiness, implements operational policies, and ensures compliance with state, federal, and accreditation standards.
His responsibilities also include quality assurance and performance metrics review, EMD and call oversight, management of CAD, radio, and phone systems, interagency coordination for responses of all sizes, and serving in incident command during major emergencies.
William Carroll
Assistant Director of Operations
William Carroll is a seasoned paramedic and EMS leader with more than 25 years of frontline and operational experience. Educated at Northeastern University and the University of Massachusetts Lowell, with clinical training at Lawrence General Hospital, he built a strong foundation in prehospital medicine early in his career.
He began as a 911 paramedic in Medford, Massachusetts, later serving the Burlington area on a non-transport ALS intercept unit, supporting surrounding communities during high-acuity emergencies. A CPR and ACLS instructor, William has long been committed to developing the next generation of providers. He also serves as a tactical paramedic with NEMLEC, delivering specialized medical support during high-risk and complex incidents.

After advancing into a Field Operations Manager role, William now serves as Assistant Director of Operations, overseeing field operations, personnel scheduling, NEMLEC coordination, and special operations. He is known for his steady leadership, operational expertise, and commitment to excellence in EMS.
Shaun Churchill
Director of Clinical Services
Shaun began his EMS career nearly 35 years ago as a BLS provider in Lawrence, establishing a lifelong commitment to patient care and clinical excellence. Today, he leads Armstrong’s clinical mission, overseeing all aspects of clinical operations, including quality improvement, provider development, safety oversight, regulatory compliance, and comprehensive training and education programs across the organization.

Since joining Armstrong in 2018 as an ALS provider, Shaun has advanced through key leadership roles, serving as Field Operations Manager in 2021 before being promoted to Director of Clinical Services in 2023. His leadership reflects a patient-first philosophy, ensuring that clinical quality, safety, and compassionate care guide every response and patient interaction.

Dedicated to strengthening both providers and the communities they serve, Shaun champions professional development, collaborative partnerships, and community education initiatives. Through these efforts, he works to elevate individual performance and continuously enhance the standard of care delivered across the emergency and non-emergency medical transportation network.
Jeff Scafidi
Senior Director of Strategy & Planning
With more than 33 years of experience in Emergency Medical Services, Jeff plays a pivotal role in advancing Armstrong’s mission. He oversees key business functions, strengthens operational workflows, and drives strategic initiatives that elevate service delivery across the organization’s emergency and non-emergency medical transportation network. With demonstrated success in operations, purchasing, supply chain management, and facility and fleet management, Jeff brings a comprehensive operational perspective that supports organizational growth, efficiency, and long-term sustainability.

Jeff graduated from Northeastern University with a degree in Fire Services, where he also completed his paramedic training. Jeff remains a credentialed paramedic, maintaining clinical knowledge and system-level insight that inform his leadership and strategic oversight of operations.
Beth Keegan
Director of Human Resources
Beth has been a dedicated member of Armstrong since 1995, when she began her career with the company in payroll and benefits administration. Today, she serves as Armstrong’s Human Resources leader, overseeing employee relations, payroll, and benefits while ensuring HR practices support both organizational goals and staff needs.

She works closely with employees and leadership to provide guidance on workplace matters, benefits education, and policy interpretation, serving as a trusted and approachable resource across the organization. Committed to integrity, professionalism, and support, Beth plays a vital role in fostering a positive work environment and strengthening the team that delivers care to the communities Armstrong serves.
Jenna Hulbert
Director of Billing
For the past 15 years, Jenna has dedicated her career to EMS revenue cycle management, overseeing the financial operations behind patient transport from initial intake through final reimbursement. She brings extensive expertise in coding, claims management, collections, and regulatory compliance, ensuring processes remain accurate, efficient, and aligned with evolving state and federal requirements.

Focused on both operational integrity and financial sustainability, Jenna works collaboratively with payers, healthcare facilities, municipal partners, and internal teams to build strong relationships that support long-term organizational stability and continued service excellence.

In addition, Jenna serves as the Billing Compliance Leader for the Massachusetts Ambulance Association, helping to guide industry best practices and ensure regulatory alignment across the EMS community. This leadership role reinforces her commitment to compliance excellence and the integration of evolving billing standards into daily operations.
